The vulnerability assessment and climate adaptation action plan are based on the process and tools outlined in USEPA’s Being Prepared for Climate Change: A Workbook for Developing Risk-Based Adaptation Plans (Workbook; USEPA 2014). The Workbook presents a process for identifying, analyzing, and comparing risks associated with climate change and climate change adaptation planning based on USEPA’s experience with watershed management, the NEP, and the Climate Ready Estuaries program.
